When National Interest Becomes Personal explores the relationship between political leadership, institutional authority, and the construction of national interest in foreign policy. It begins from a deceptively simple question: when political leaders speak in the name of the state, to what extent does the resulting policy reflect the interests of the state, and to what extent does it reflect the preferences and perceptions of those who govern it?  

The book brings together perspectives from foreign policy analysis, political psychology, leadership studies, and institutional theory to examine how individual agency interacts with the structures of state decision-making. It pays particular attention to the ways in which perceptions of threat, loss, status, and political necessity are filtered through institutions and translated into claims about national interest. The argument is developed comparatively through four historical cases: the United States and the 2003 Iraq War; Russia and the war in Ukraine; Argentina and the Falklands/Malvinas conflict; and the Sino-Soviet split. These cases illuminate different configurations of leadership, institutional constraint, strategic calculation, ideology, and political incentive, while also demonstrating the limits of explanations that attribute foreign-policy outcomes either exclusively to individual leaders or exclusively to systemic forces. The central concern of the book is therefore not whether leaders matter, but when, how, and under what institutional conditions they matter. By placing leadership within the wider political structures through which national interest is defined and pursued, This book offers a framework for understanding the uncertain boundary between the interests of the state and the interests of those who exercise power in its name.
