From Representation to Power? Evaluating the Effectiveness of Gender Inclusion Reforms in Global Football Governance examines one of the most important questions confronting contemporary football governance: has the growing presence of women in governing institutions produced a meaningful redistribution of institutional power? Over recent decades, global football organizations have introduced gender quotas, representation requirements, leadership programmes, governance reforms, strategic initiatives and institutional commitments designed to increase women's participation. These reforms mark significant progress beyond the historical exclusion of women from football's decision-making structures. Yet numerical representation alone cannot establish whether women possess meaningful authority or influence. Focusing primarily on FIFA governance and institutional power, this book moves beyond the question of how many women occupy governance positions to examine where women are positioned within the architecture of decision-making and what capacity they possess to shape institutional outcomes. It investigates formal authority, voting rights, committee leadership, strategic portfolios, agenda-setting, resource allocation, policy influence, professional networks and critical actors as interconnected dimensions of institutional power. Central to the book is the concept of the representation–power gap: the difference between women's numerical presence and their actual capacity to influence decisions, resources, policies and organizational priorities. A woman may possess a formal seat without agenda-setting power, a vote without coalition influence, committee membership without strategic authority, or executive participation without meaningful control over resources. Conversely, strategically positioned women may exercise substantial influence even where numerical representation remains limited. Through comparative analysis of FIFA, UEFA and wider football governance structures, the book evaluates gender quotas, representation targets, governance reforms, leadership-development initiatives, recruitment and appointment mechanisms, accountability systems and implementation.
