This research article examines the current siloed, fragmented, and disintegrated electronic transaction systems of the different and various government ministries, departments, agencies, bodies, authorities, and local government that do not communicate with each other. These electronic transaction systems are where the public are expected to engage for the purposes of the delivery of different types and kinds of public services like the application for a licence or a job, transaction of a statutory public financial transaction like fees or levies or fines payments, social projects amongst other things. The fragmented, disintegrated, and siloed electronic transaction systems of these government ministries, departments, agencies, bodies, authorities, and local government authorities lead to poor public service delivery , duplication of citizens data where the identity of a member of the public who requires a public service is required . The current fragmented system does not avail itself to monitoring and evaluation by all the necessary stakeholders , making the system only passive through either public complaints or audits rather than being reactive and proactive through real time performance monitoring and tracking to help in the early detection and carrying out the relevant and appropriate actions to forestall any system performance problems . This research study proposes the Ghana Public Services Platform (GPSP) ,A Unified National Electronic Systems transaction framework where all the electronic transaction systems of all the existing government ministries, departments, agencies, bodies, authorities and local government would be Unified under one national electronic transaction systems Platform and all where all the future electronic transaction systems of the other government ministries, departments, agencies, bodies, authorities and local government that may be created, setup and established by the government would all be integrated into . The GPSP would be run primarily on 3 digital channels, namely a mobile , website, and USSD application versions. Assistance would be provided for persons facing challenges using the digital channels
