Dr Kibalirwandi Moses Muhindo one of the thirten children of Late Hon. Baluku Simion and Irene Biira Nyabahasa of Kalingwe-Kasese has taught in primary schools, secondary schools, colleges, and Universities. His Doctoral Thesis titled; An Evaluation of Staff Participation in Quality Assurance Implementation in Ugandan Universities was a cutting adge to unearth gaps in Institutional Management and Governance.
