Description

For decades, Ghana's political landscape has been defined by patronage—a system where wealthy individuals, corporate interests, and opaque donors bankroll campaigns in exchange for future access, contracts, and influence. This traditional model of campaign financing has fundamentally undermined parliamentary accountability, creating a legislature beholden to a few powerful financiers rather than the citizens they are meant to represent. From Patronage to Platform Politics: How Digital Campaign Financing is Reshaping Parliamentary Accountability in Ghana by Christopher Noyuoro, Richard Kuuire , and Brunos Tengzagh examines how the digital revolution is disrupting this entrenched system and offering a pathway toward more transparent, citizen-driven political finance. The authors trace how both major political parties have embraced digital fundraising platforms to broaden their donor base and reduce dependency on a few financiers. In 2023, former President John Dramani Mahama launched a smart digital retail fundraising platform for his 2024 campaign, offering mobile money, USSD codes, a dedicated mobile app, and bank account channels to mobilize small contributions from Ghanaians at home and abroad . His campaign team framed this as a mechanism to "address dependency on a few" and promote "citizen participation in the financing of political parties' activities" . Similarly, Vice President Mahamudu Bawumia's campaign team launched a digital platform featuring a unique dialing code (*202#), a website, and a mobile app to "tap into the growing mobile phone penetration in Ghana" and solicit contributions from supporters . Yet this technological shift raises critical questions: Does digital mobilization of small donations genuinely reduce the influence of big money, or does it simply add another layer to already bloated campaign spending, reinforcing the dominance of wealthy parties ? The book confronts the accountability paradox at the heart of platform politics. While digital platforms offer unprecedented transparency in tracking inflows—as Mahama's platform featured a "dashboard screen that will show all inflows in real time" linked to a collection account.
