Kuzminov Igor Vladimirovich, was born on 1957 in Tuapse. In 1980 has ended the Volgograd Polytechnic Institute (now Volgograd State Technical University), has the diploma of the mechanical engineer on a specialty "Internal combustion engines".
In Tuapse, he worked as a chief engineer in design organizations and as a group leader at the Tuapse Oil Refinery.
