Description

Every generation faces a test of whether its institutions deserve its trust. In ours, one of the greatest tests is the relationship between money and power. Where money is stolen, laundered or used to finance violence, democracy is weakened; where democracy is weak, money is easier to steal. This cycle has consequences that reach every village, every hospital and every classroom. I have spent my career teaching and researching leadership and organisational development and working to combat financial crime through effective leadership. In lecture halls, in policy discussions and in conversations with ordinary people, one question keeps returning: where are our leaders? It is a question asked with anger, with sorrow and sometimes with hope. This book is my attempt to answer it. The book is organised in six parts. Part I lays the foundations by defining the threat. Part II examines how illicit money captures democratic institutions and impoverishes citizens, with special attention to Africa and the Horn. Part III reviews the global response. Part IV turns to leadership, the heart of the matter. Part V offers a practical roadmap, and Part VI adds country studies of Somalia and Sierra Leone, a casebook of twelve global cases, a leadership toolkit and a chapter of frequently asked questions; Part VII offers deeper treatments of elections and campaign finance, banking and compliance, terrorism-financing typologies, model legislative provisions, a postgraduate research guide and five ready-to-use policy briefs; and Part VIII turns to women and youth, natural resources, humanitarian aid, higher education, regional cooperation, four scenarios for the future and an epilogue; and Part IX is a teaching and communication companion with model speeches and twelve discussion dilemmas; and Part X examines institutions in practice, from public finance and national strategy to central banks, customs, investigations, the media, the moral resources of faith and culture, local government, complaint and ombudsman systems, and the building of a financial intelligence unit. I write for legislators, regulators, compliance officers, law enforcement, journalists, students and citizens.
