THE FRACTAL STATE Nigeria confounds every prediction. It neither collapses nor consolidates. To call Nigeria a failed state ignores the everyday evidence of organisation, adaptation, and continuity that persists across its institutions and social life. Yet to call it a success story obscures the persistent gap between effort and outcome, between policy and lived experience, between mobilisation and relief. Unlike many societies that moved from crises to post-conflict reconstruction, Nigeria did not fully break—and so it did not fully rebuild. Instead, it adapted without fundamentally reordering its underlying logic. Crises are rarely resolved; they are absorbed, negotiated, and redistributed across formal and informal systems that sustain continuity under strain.
