Artificial intelligence is rapidly becoming embedded in financial decision-making, fraud detection, compliance, cybersecurity, and risk management. Yet governance mechanisms often remain designed for deterministic environments, creating challenges around fairness, explainability, security, accountability, monitoring, and auditability. Operationalizing RBI FREE-AI examines this governance gap and presents a practical framework for translating responsible-AI principles into operational governance within regulated financial institutions. Moving beyond high-level principles, the book develops a five-layer AI governance architecture spanning the Data, Model, Application, Governance, and Monitoring layers. It connects AI governance with enterprise risk, cybersecurity, compliance, internal audit, and operational resilience. The framework addresses AI-specific risks such as data poisoning, adversarial attacks, model inversion, API exploitation, bias, and model drift. It introduces a lifecycle-oriented audit methodology, evidence and assurance requirements, an enterprise AI control baseline, a risk classification model, a governance maturity model, an executive dashboard, and a phased implementation roadmap. Designed to bridge regulatory principles and operational practice, this work provides a structured approach for making AI governance measurable, auditable, and continuously monitored. It is intended for cybersecurity and risk professionals, compliance and audit teams, AI governance practitioners, financial-sector technology leaders, researchers, and students. The central proposition is simple: responsible AI requires more than principles. It requires those principles to become operational controls, documented evidence, independent assurance, continuous monitoring, and accountable lifecycle governance. This work is an independent research framework based on analysis of RBI FREE-AI principles, RBI supervisory expectations, and international AI governance frameworks; it is not an RBI mandate or regulatory model.
